I think that this means maybe you may not look like your worth something on the outside but in the inside your worth a lot, for instance like if someone is a bum but has a kind heart. An example of this is Joe he might not have all the fancy clothes but he is a good and kind person.
I still think the same thing about the quote. I believe that this quote means someone may not look like their worth something but there inner self is worth much more then how they look.
